풍부한 창업·벤처 인프라, 지역경제 성장의 발판을 쌓다

지난 7월, 중소기업청이 장관 부처인 ‘중소벤처기업부’로 승격됐다. 지금까지 각 부처로 흩어져 있던 소상공인·자영업자·중소기업 관련 기능을 일원화함으로써 보다 실질적인 지원과 효율적인 육성을 위한 것이다. 이에 업계는 대기업 중심의 경제 성장에서 벗어나, 창업·벤처 활성화와 중소기업 성장 생태계 조성에 더욱 힘이 실릴 것으로 기대하고 있다.

중소·벤처기업 및 창업활성화의 중추적 역할 톡톡
대전·세종·충남의 3개 자치단체를 관할하는 대전·충남지방중소벤처기업청(이하 대전·충남중기청)은 지역의 중소·벤처기업과 소상공인, 자영업자를 대상으로 다양한 정책업무와 지원 프로그램을 수행함으로써 지역경제 활성화에 중추적 역할을 담당하고 있다. 특히, 최근의 국가적 현안문제라 볼 수 있는 일자리 창출에 중점을 두고 사업을 추진하고 있으며, 창업보육센터 건립지원 및 운영, 창업선도대학 육성, 1인 창조기업 비즈니스센터 지원 등 청년창업 활성화에도 많은 노력을 기울이고 있다. 이인섭 청장은 “저희 대전·충남지역에는 총 33개의 창업보육센터, 5개 창업선도대학 등이 있으며, 3개의 창조경제혁신센터를 보유하고 있어 전국에서도 손꼽히는 창업 인프라를 보유하고 있습니다. ETRI, 기계연구원, 원자력연구원 등의 정부출연연구소와 대기업 연구소도 다수 입주해 있어, 창업 분위기 또한 적극 장려되고 있는 상황입니다”라고 설명했다.
그간 대전·충남중기청이 창업보육센터를 통해 거둔 성과도 주목할 만하다. 2006년 세계 최초로 초소형 모바일 광마우스 장치인 모바일트랙패드를 개발한 전자부품제조 전문기업 크루셜택은 호서대 신기술창업보육센터에 입주해 성장한 기업으로서 현재 3,200억 원 규모의 중견기업으로 자리매김했다. 또한, 대학 장학재단을 설립해 필요한 인재 양성에 힘쓰며 산·학이 함께 성장하는 선순환 모델의 대표 사례로 꼽히고 있다. 한편, 기능성 화장품을 만드는 피부과학 바이오업체 네오팜은 한국생명공학연구원 창업보육센터의 지원으로 성장, 지난해 매출 430억을 기록했으며, 반도체 박막 재료를 만드는 디엔에프는 KAIST 창업보육센터 지원으로 2001년 기술창업에 성공, 2015년 ‘5천만달러 수출탑’을 수상하기도 했다. 

청년창업이 국가의 미래, 쾌적한 창업환경 조성에 힘쓸 것
대전·세종·충남지역은 25만 중소·벤처기업과 소상공인이 소재하고 있고, 대중국 교역 증대, 대덕R&D특구, 수도권 대체입지 및 서해안 개발, 새로운 산업단지 조성 등의 이슈로 인해 중소기업 유인요인이 지속적으로 증가하고 있는 상황이다. 이에 이인섭 청장은 “중소기업정책의 핵심은 각 부처 및 단체, 유관기관, 공공기관의 긴밀한 협력과 협업을 통해 지역 내 행정수요에 적극적으로 대응하고, 효율적인 지원행정을 펼치는 것이라 생각합니다. 또한, 전국 최고의 과학기술 인프라와 첨단기술기반 창업이 가장 활발한 지역 특성을 살려 지역 내 첨단기술 간, 산학연간 융복합과 협업을 적극 유도해나갈 계획입니다”라고 밝혔다.
한편 이인섭 청장은 보다 실효성 있는 창업보육 및 기업지원 정책을 위해선 국내 창업기업의 특성을 먼저 파악하는 것이 중요하다고 지적했다. 첫째, 생계형 창업이 대다수인 양적 증가 대비, 기술혁신형 창업은 미흡한 상태라는 것, 둘째, 기업 당 투자 규모가 작은 편이고, 정책금융 대출형태에 의존적이라는 것, 셋째, 사업실패에 대한 창업자의 부담이 커 활발하고 혁신적인 도전이 이뤄지지 않는다는 것이다. 그는 “우수인재들이 혁신창업에 도전할 수 있는 친화적 환경 조성, 초기창업기업의 투자활성화, 투자의 성장과실이 공유되는 시스템 확충이 이뤄져야 합니다. 즉, 「창업 → 실패 → 재도전」, 「투자 → 회수 → 재투자」가 원활하게 이어지는 창업·투자 선순환 체계 구축이 필요합니다”라고 강조했다. 
끝으로 이인섭 청장은 예비창업자와 청년들에게 “청년창업이 국가의 미래”라고 당부의 말을 전했다. 중소기업이 일자리 창출과 서민경제 활성화의 주축이듯, 청년창업 또한 국가의 새로운 성장 동력의 원천이 된다는 것이다. 이미 미국과 중국, 이스라엘, 핀란드 등 대다수 국가가 청년창업을 강력한 정부정책으로 뒷받침하고 있다는 것이 이를 증명한다. 그는 “중소벤처중심의 창업을 활성화하지 못한다면 글로벌 경쟁시대에서 우리나라는 점차 변방으로 밀려날 것입니다. 이제 한국의 발전은 청년들의 도전 없이는 불가능하다는 점을 염두에 두고, 보다 많은 청년들이 자기가 꿈꾸는 미래로 과감한 도전을 펼쳐나가길 바랍니다”라고 전했다.

Laying business-friendly foundations for excellent startups

The Daejeon-Chungnam Regional SMEs and Startups Office is an organization that offers help and support to small business owners in Daejoen, Sejong and South Chungcheong Province. Some of the major projects of the office are job creation, building and management of business incubation centers and promoting startup-friendly universities as well as one man businesses. Lee In-seob, the local director of the office says “There are 33 business incubation centers, 5 startup-initiative universities and 3 creative economy innovation centers in the province. The ETRI, Korea Institute of Machinery & Materials and Korea Atomic Energy Research Institute are also based here. It means that we are one of the top provinces which offer good business infrastructure.” CrucialTec, one of the in-house startups of the business incubation centers, developed ‘mobile track pad’, the subminiature mobile optical mouse, for the first time in the world in 2006 and has grown as a mid-sized company worth 320 billion won (USD$275M) today. NeoPharm, one of the in-house startups of the business incubator of the Korea Research Institute of Bioscience and Biotechnology, also yielded 43 billion won (USD$9M) sales last year while DNF, a semiconductor thin film manufacturer, accomplished USD$50M export in 2015 with the support by the KAIST Business Incubation Center. It is estimated that around 250,000 SMEs are operating in the province and the number is increasing thanks to the increased trade volume with China and scheduled development of new industrial complexes. “The key role of the policies for SMEs is at bringing a close cooperation between businesses and relevant organizations and providing necessary technical and administrative support. We will keep promoting industry-university cooperation by making the most of the regional advantages and facilities.” However, Lee points out the difficulties of SMEs in securing original technology and the investment fund. “This is the reason we are trying hard to lay business-friendly foundations, inviting investments and building cooperative networks through the virtuous cycle of ‘startup – failure – restart’ and ‘investment – paid back – reinvestment’.” Lee adds “SMEs are the spine of a nation’s economy proved by many advanced countries like the USA, Israel, Finland and China which are pouring huge amount of investments and support backed up by the government policies. Without constant challenges of young people, we are not guaranteed to see a bright future in the coming age.”
