대한민국 최고의 프리미엄 쌀 ‘산청 탑 라이스’

WTO, DDA, FTA 등의 개방으로 인해 쌀 재협상 등 향후 쌀 시장에 대한 개방 확대가 불가피하고, 국내 쌀 소비는 감소 추세가 지속되고 있어 국내 쌀 산업은 커다란 어려움에 직면하고 있다. 농림수산식품부는 이런 상황에 적극적으로 대응하여 쌀 산업을 안정적으로 유지하기 위해서는 현재 소규모·고령농의 생산구조를 규모화 되고 경영능력을 갖춘 쌀 전업농 중심체제로 전환하는 것이 시급하다 판단하고 쌀 전업농육성종합대책을 마련하였다. 이에 쌀 소비 확산과 지역 쌀을 알리기 위해 매뉴얼의 개발 및 운영을 하고 있는 단체가 있다. 탑 라이스라는 최고 품질로 생산과 유통의 단계별 기술체계에 따라 엄선된 쌀을 전국 어디서나 소비자가 믿고 신뢰하여 구입할 수 있는 산청 탑 라이스협회의 오대환 회장을 만나 보았다.  

대한민국 최고의 프리미엄 쌀 ‘산청 탑 라이스’
‘산청 탑 라이스’는 산청 쌀 영농조합법인에서 1993년에 품질인증을 취득하여 산청 메뚜기 쌀 상표로 판매하다 지난 2002년 7개 마을 85ha의 면적을 확보, 2004년에 무농약 인증을 취득하고 2006년에는 농촌진흥청에서 주관하는 탑 라이스 프로젝트에 참여, (사)한국탑라이스 최초로 무농약 탑라이스를 출시했다. 뿐만 아니라 2008년 농촌진흥청에서 주관하는 고품질 쌀 평가회에서 우수상을 수상, 이후 유기농으로 전환하고 기존의 산청 쌀 영농조합법인에서 완전히 분리해 산청 탑 라이스협회를 신설하고 현재 40ha에서 연간 200t의 대한민국 최고 프리미엄 쌀을 생산하고 있다. “산청 탑라이스는 총 55개의 농가가 회원으로 등록되어 있으며 회원들은 협회에서 공급하는 농자재 외에는 일절 사용을 금지하고 포장심사나 수화물 검사 불합격 시에는 지원 받은 농자재 대금 일부를 반환하며 화학비료나 제초제 등 협회에서 공급하지 않는 농자재 사용으로 적발되는 시에는 영구 제명한다 등의 조건에 동의한다는 각서를 받은 후에 회원사로 등록시키고 있습니다. 이는 산청 탑 라이스라는 브랜드 이미지를 실추시키지 않게 하기 위해서이지만 무엇보다 소비자에게 건강하고 안전한 먹거리를 제공하기 위함입니다.” 이렇듯 탑 라이스협회는 회원들과 철저한 약속을 통해 지금까지 변함없는 제품으로 소비자에게 보답한 결과, 2009년에는 대통령 표창 수상과 더불어 2013년에는 국립농산물품질관리원장 공로표창을 수상하기도 했으며 2015년에는 제 6회 친환경 국가인증농식품 명품대회에서 최고상인 최우수상(대상)을 수상하는 쾌거를 달성하기도 했다. “산청 탑 라이스협회가 훌륭한 상을 수상할 수 있었던 것은 회원 개개인들이 잘 따라주었고 무엇보다 재배농가가 준수사항을 잘 이행해 주었기 때문에 좋은 결과가 있었던 것 같습니다. 앞으로도 현재에 안주하지 않고 회원들과 더욱 열심히 노력해 대한민국 최고의 프리미엄 쌀로 인정받을 수 있도록 최선을 다할 것입니다.”

소비자에게 건강하고 안전한 먹거리를 제공할 터    
오 회장은 매년 지역 재배 농가를 대상으로 지속적인 순회교육을 실시하고 단백질 6.5% 이하 및 DNA 검사 등 자체심사를 통해 엄선된 원료만을 산물벼로 수매, 저온저장시설에 보관 및 관리하여 95% 이상 완전미를 출하, 도정 30일 경과 시 전량 리콜제를 실시하는 등 엄격한 품질관리를 실시하고 있다. “똑같은 쌀로는 경쟁력이 없기 때문에 판매 또한 힘듭니다. 이에 품질차별화를 하기 위해 탑라이스 최초로 무농약 및 유기농 재배를 시도한 결과 저탄소 농축산물 인증, 농산물우수관리인증(GAP), 유기농산물 등의 인증을 받았으며 농산물이력추적관리제도를 도입해 소비자들에게 안전한 먹거리를 제공하고 있습니다.” 이런 그의 각고한 노력으로 오대환 회장은 지난 2016년 ‘농업기술대상’ 시상식에서 대한민국 최고농업기술명인에 선정되는 영예를 안았다. 
“농업인이 살기 위해서는 농민들부터 의식이 변해야 합니다. 실질적으로 산청 탑 라이스 쌀이 인증실적, 쌀의 품질(단백질, 완전미, 혼입율) 등과 수상 실적 등 타 지역 브랜드와 비교했을 때도 월등히 좋은 쌀을 만들고 있지만 고령화된 생산 농민들로 인해 정보 전달과 교류 등의 문제점들이 산재해 있습니다. 농민들은 점점 고령화가 되어가고 있는데 이런 부분들이 해결되지 않는다면 아무리 좋은 쌀을 만들어도 무의미하게 될 것입니다”라며 안타까움을 토로했다. 

정직을 바탕으로 대한민국 최고의 프리미엄 쌀을 만들고 활성화하기 위해 회원들과 밤낮으로 동분서주하고 있는 오 회장. “농사란 하늘에서 내린 직업이라 생각합니다. 자연을 거스르지 않고 함께하면서 땀 흘린 만큼 정직하게 사람들에게 보답하는 것이 농사라고 봅니다. 그래서 농사를 짓는 농민들은 정직합니다”라는 그의 바람처럼 산청에서 재배되는 쌀을 명품화하고 전국의 소비자들에게 산청쌀의 우수성을 알리고자 힘쓰고 있는 산청 탑 라이스협회를 통해 산청 탑 라이스가 대한민국을 대표하는 명품쌀로 우뚝 설 수 있기를 기대해본다.

Korea best premium rice, ‘Sancheong Top Rice’

Due to agreements of WTO, DDA, and FTA, Korea cannot escape from opening of future rice market further regarding rice renegotiation and the purchase of rice is recessing constantly. It causes Korea’s rice industry to be difficult today. For this, Ministry for Food, Agriculture, Forestry and Fisheries currently set up some countermeasures set up for full0time farmers and revitalization of farming organizations to stabilize the rice industry since they recognized the urgent thing to do first is transit to more rice farmers with management capability. Interestingly, there is a component of developing and running of manuals to spread rice consumption and promotion of local rice. It is called ‘Top Rice’ and this brand is premium rice picked by an excellent manufacturing system and steps of distribution. In a word, this is the best rice among the others. Everybody can trust and buy. Thus, we met the president Oh, Dae-Hwan of Sancheong Top Rice Association. 

‘Sancheong Top Rice’, the top rice in Korea 
‘Sancheong Top Rice’ got the quality certification in 1993 from Sancheong farming Association Corporation and had been sold as the rice brand ‘Sancheong Grasshopper’. Later, the association gained the land of 85ha out from 7 villages for last 2002 and acquired the pesticide-free certification in 2004. 2 years later, they joined the top rice project hosted by the Agrarian Development Office and produced the first pesticide-free rice for Korea Top Rice Corporation. Other than that, they received excellence award at the premium rice completion. Since then, they make the rice into organic rice and established a new rice association, which is Sancheong Top Rice since they separated from the old Sancheong rice farming Association Corporation. Now, they are producing 200t annually out of 40ha and they all are premium at the level. 
“Sancheong Top Rice has 55 farming members and they don’t use any other agro-materials not by this association. Using other resources is banned. When not passing the package test or freight examination, they have to pay off some of money for agro-materials. If they use something else that we don’t provide, they will be deleted from the list for good. This is all followed by memorandum. So, every rule has agreed by each member. This is for keeping the image of this association but more than that, this is for the customers to give healthy and safe food, ultimately.” 
From the result, they were awarded Presidential accolade in 2009 and won the official commendation of National Agricultural Products Quality Management Service in 2013. In 2015, they also got awarded the grand prize, which is the top of the 6th contest of eco-friendly National certificated agricultural products. 
“The reason why Sancheong Top Rice could win all those prizes is first of all every member followed the regulation strictly and farmers kept it well, I think. From now on, we are not going to satisfied with that but will go with better efforts with our members to make the rice as top as premium in Korea.” 

Will healthy and safe food for customers 
President Oh is doing a circuit education consistently every year for local farmers and buys selected seriously throughout DNA test and protein(below the 6.5%) test and then puts them in the low temperature storage facility. Consequently, his organization could ship perfect rice over 95% and roll the strict quality management like doing the recall system when it is over 30 days after milling. 
“There is no competiveness with same rice so it is also hard to sell out. Therefore, we tried to pesticide-free and organic methods for the first time among that top rice to make a difference, we could get GAP and organic agro-products certificate so that customers can eat safe rice.” With his efforts, he got awarded the best agricultural technology mater as an honor from 2016 Agricultural Science and Technology. “To survive in this farming industry, farmers’ perception has to be changed. Practically, Sancheong Top Rice is showing off the quality of rice - protein, perfect rice, adulterate -, result of certifications and the number of awards. Despite of this, there are many problems like the lack of sharing of information and exchange because most famers are old.” He addressed some painfulness. President Oh is a person who is working on making the best premium rice in Korea based on honestly with all the farming members days and night. “Farming is a job from the god, I assume. I see that is always rewarding exactly as much as people try to do the best. So, farmers who work with the land are honest.” As he hopes, we also hope Sancheong Top Rice would be a representative of Korea as premium rice.
