To commemorate Singapore Independence Day 2020, Singapore Amb. H.E Eric Teo contributed his article to the Power Korea Media Group as below. –Ed. .
“Over the last 45 years, the relationship between Singapore and the ROK has been characterised by very close cooperation and warm ties. “
August is a month of anniversaries! On 9 August 2020, Singapore celebrated its 55th National Day. On 8 August 2020, Singapore and the ROK commemorated the 45th anniversary of diplomatic relations between our two countries. Over the last 45 years, the relationship between Singapore and the ROK has been characterised by very close cooperation and warm ties. Both sides have unceasingly continued to explore new avenues to work together, as we strive to bring bilateral relations to the next level.
From the establishment of the Korea-Singapore Free Trade Agreement (KSFTA) which entered into force in March 2006, both countries are now looking to conclude a new Digital Partnership Agreement as we embrace the Fourth Industrial Revolution and prepare for a “new normal” post-COVID-19. Our two sides enjoy robust high-level engagements, more recently with President Moon Jae-in’s State Visit to Singapore in July 2018 as well as Prime Minister Lee Hsien Loong’s Official Visit to Seoul in conjunction with the ASEAN-ROK Commemorative Summit in Busan in November 2019.
In July 2020, Singapore and the ROK also celebrated the launch of the K-Startup Centre in Singapore, the first in Southeast Asia and a culmination of an agreement signed during President Moon’s State Visit in 2018. An innovation and startup hub, Korean startups and SMEs can use the centre as a springboard to access both the Singapore and ASEAN markets. Singapore enterprises and investors will benefit from exchanges and possible co-development with these Korean companies, as well as access to tap into the Korean market. In a bid to embark on the road towards normalising business and people-to-people engagements, officials from both countries are discussing a Reciprocal Green Lane to ensure the flow of essential travellers even as we continue to learn to live with a post-COVID 19 “new normal”.
COVID-19 continues to wreak havoc globally affecting over 200 countries/regions, including the ROK and Singapore. To date, the world has over 22 million confirmed cases and 770,000 deaths. The numbers are still rising. The ROK’s COVID-19 containment strategy of swift action through widespread testing, contact tracing and rigorous treatment has won international praise. Through public-private cooperation and active civic participation, a sense of normalcy is returning, although the ROK government continues to warn the public against complacency given the appearance of another wave of infections recently. We must remain vigilant.
For Singapore, we have implemented an elevated set of safe distancing measures and are currently in Phase 2 (out of 3) of our “circuit breaker” measures intended to minimise the spread of COVID-19 in the community. As local infections have generally remained stable, community activities have gradually been resumed, including the re-opening of public facilities, cinemas, hotels and restaurants (though large-scale events and entertainment venues such as bars continue to be suspended). Migrant workers account for a large proportion (over 90 percent) of the confirmed cases in Singapore, and authorities have recently completed COVID-19 testing for all 300,000-plus migrant workers which resided in dormitories. The COVID-19 death rate in Singapore remains one of the lowest in the world at about 0.05%, and our hospitals are not overwhelmed. Singapore will continue to monitor the situation closely, with an aim to re-open our economy and society progressively in a calibrated way.
The global COVID-19 pandemic has prompted us to make adjustments not only to our daily lives but also to the way we interact and conduct business with each other. Singaporeans and South Koreans understand the larger consequences if we let our guard down and become complacent with taking the necessary precautions to protect oneself and their loved ones. Our people continue to display resilience and adaptability in the face of the pandemic for which we still cannot see an end point to, until an effective vaccine is found.
Due to social distancing measures, the Embassy of Singapore decided to do the responsible thing and postponed the celebration of our 55th National Day as well as the 45th anniversary of Singapore-ROK diplomatic relations through in-person receptions. Instead, I took the opportunity to visit Daegu Metropolitan City and presented 200 appreciation gift packs to the medical staff at Keimyung University Daegu Dongsan Hospital. Daegu was previously the epicentre of the COVID-19 outbreak in the ROK and Dongsan Hospital was one of the key hospitals combating the outbreak earlier. These 200 sets of famous Singapore products were a small token of appreciation for the medical staff who fought against the infections in the ROK in the earlier months of the year. They are a shining example of the brave and tireless efforts of healthcare workers across the ROK, and indeed the world, in combating the virus. Daegu has transformed itself from the epicentre of the outbreak to become a prime example of the ROK’s ability to overcome the virus.
Despite the inability to hold in-person receptions, the Embassy of Singapore decided to take our annual National Day reception for Singaporeans and Friends online. The turnout was surprisingly good with Singaporeans as well as Friends in the ROK, Mongolia and even Singapore logging on to celebrate Singapore’s 55th birthday and enjoyed an evening of fun and camaraderie. This was a clear demonstration that despite the realities of COVID-19, we can still come together to support one another and share the love for our country.
Last but not least, the Embassy of Singapore also supported the Singapore Tourism Board which organised the Summer with Singapore (SUMMSING) Food Festival in the ROK from 17 to 30 August 2020. Due to COVID-19, Korean tourists, which rank Singapore as one of their top travel destinations, cannot travel to Singapore to saviour its delicious cuisine. So, the SUMMSING Food Festival brought the mouth-watering delicacies to the Koreans directly instead, until they could travel overseas again!
As the world continues to grapple with the global COVID-19 pandemic, we should not lose hope and instead seek out new ways to adapt, just as we have demonstrated these past few months. The Embassy of Singapore in the ROK stands ready to continue working closely with our Korean partners, as we address the challenges and explore the opportunities brought about by the outbreak. We look forward to celebrating many more years of strong bilateral relations and close bonds between our two countries!

한-싱가포르 새로운 디지털 동반자 협정을 체결하는 방안을 추진
8월은 기념일이 있는 달! 2020년 8월 9일, 싱가포르는 55번째 국경일을 기념했다. 2020년 8월 8일 싱가포르와 한국은 양국 수교 45주년을 기념했다. 지난 45년 동안 싱가포르와 한국의 관계는 매우 긴밀한 협력과 따뜻한 유대관계로 특징지어져 왔다. 우리는 양국 관계를 한 단계 발전시키기 위해 노력하며, 양측은 서로 협력할 수 있는 새로운 방안을 끊임없이 모색해 왔다.
2006년 3월 발효된 한-싱가포르 자유무역협정(KSFTA) 체결로부터 이제 우리가 4차 산업혁명을 수용하고 COVID-19 이후의 ‘새로운 정상’을 준비하면서 양국은 새로운 디지털 동반자 협정을 체결하는 방안을 추진하고 있다. 우리 양측은 최근 문재인 대통령의 2018년 7월 싱가포르 국빈방문, 리센룽 총리의 2019년 11월 부산 한·아세안특별정상회의와 연계한 공식 방한 등으로 활발한 고위급 교류를 이어가고 있다.
2020년 7월 싱가포르 K-스타트업센터 출범을 기념해 동남아 최초로 2018년 문 대통령의 국빈방문 당시 체결된 협정이 절정에 이른 것도 싱가포르와 한국이다. 혁신과 스타트업 허브, 국내 스타트업, 중소기업이 이 센터를 발판으로 삼아 싱가포르와 아세안 시장에 모두 접근할 수 있다. 싱가포르 기업과 투자자들은 이들 한국 기업과의 교류와 공동 개발 가능성, 그리고 한국 시장 공략의 혜택을 받을 것이다. 양국 관계자들은 비즈니스와 사람간의 교류를 정상화하기 위한 길을 걷기 위해 COVID 19 이후의 “새로운 정상 ”과 함께 생활하는 법을 계속 배우면서도 필수 여행 객의 흐름을 보장하기 위한 상호 차선을 논의하고 있다.
COVID-19는 한국, 싱가포르를 포함한 200개 이상의 국가/지역에 계속해서 영향을 미치고 있다. 현재까지 전 세계적으로 확인된 환자는 2200만 명이 넘고 사망자는 77만 명이다. 그 수는 여전히 증가하고 있다. 광범위한 검사,역학조사,철저한 치료를 통해 신속한 조치를 취한다는 한국의 COVID-19억제 전략은 국제적인 찬사를 받고 있다. 민관협력과 적극적인 시민 참여를 통해 정상의식은 되돌아오고 있지만, 최근 또 다른 감염의 물결이 일고 있는 것을 감안해 한국 정부는 국민에 안일함을 경계하고 있다. 우리는 경계를 늦추지 말아야 한다.
싱가포르의 경우, 일련의 강도 높은 안전 거리두기 조치를 시행했으며, 현재 지역사회 내 COVID-19 확산을 최소화하기 위한 조치의 2단계(3개 항목 중)를 단행 중이다. 지역감염은 대체로 안정세를 유지함에 따라 공공시설, 영화관, 호텔, 레스토랑을 다시 여는 등 공동체 활동이 점차 재개되고 있다(대규모 행사 및 술집 등 엔터테인먼트 시설은 계속 중단되고 있다). 싱가포르에서 확인된 사례 중 이주노동자가 차지하는 비중(90% 이상)이 크고, 당국은 최근 기숙사에 거주하는 30만 명 이상의 이주노동자 전원에 대한 COVID-19 검사를 완료했다. 싱가포르의 COVID-19 사망률은 약 0.05%로 세계에서 가장 낮은 수준 중 하나로 남아 있으며 우리 병원들은 COVID-19에 압도되지 않고 있다. 싱가포르는 경제와 사회를 점진적으로 다시 개방하는 것을 목표로, 계속해서 면밀히 상황을 주시할 것이다.
세계적인 COVID-19 대유행은 우리의 일상생활뿐만 아니라 서로 교류하고 사업을 수행하는 방식도 바꾸게 하고 있다.
싱가포르와 한국 국민들은 COVID-19 대응에 있어 만약 우리가 방심하고 자신과 사랑하는 사람들을 보호하기 위해 필요한 예방책을 취하는 것에 안주한다면 더 큰 결과를 초래할 수 있다는 것을 이해한다. 양국 국민은 효과적인 백신이 개발되기 전까지는 아직 끝을 알 수 없는 대유행 앞에서 회복탄력성과 적응력을 계속 발휘하고 있다.
사회적 거리 두기 조치에 따라 주한 싱가포르 대사관은 사회적 분위기에 통감하며 책임 있는 일을 하기로 결정하고, 대한민국과 싱가포르 수교 45주년 그리고 55주년을 맞는 싱가포르 독립기념일 기념행사를 연기했다. 대신 대구광역시를 방문해 계명대학교 대구동산병원 의료진에게 감사의 뜻으로 선물 200세트를 증정했다. 대구는 이전에 한국의 COVID-19 발발의 진원지였으며 동산병원은 초기 진화에 앞장섰던 핵심 병원 중 하나였다. 싱가포르 특산품이 담긴 선물 200세트는 올해 초 한국의 감염에 맞서 싸운 의료진들을 위한 작은 감사의 표시였다. 그들은 한국 전역, 그리고세계 모든 의료 종사자들이 바이러스를극복하기 위한 용감하고 지칠 줄 모르는 노력을 보여준 훌륭한 사례다. 대구는 국내 COVID-19의 발발의 진원지에서 벗어나 감염성 질병에 대한 대한민국의 대처 능력을 보여주는 대표적인 예가 되었다.
