4차산업혁명을 이끄는 전북지역 성공창업의 요람

긴밀한 연계협업체계 구축, 창업보육 활성화에 주력
전 세계적으로 일고 있는 ‘4차산업혁명’의 흐름은 이미 우리 가까이 다가와 있다. 빅데이터와 인공지능, 로봇, 사물인터넷 등에 의한 혁신 기술이 이미 상용화되거나 제품화 단계에 접어들었으며, 이를 기반으로 한 벤처창업 열풍도 다시 한 번 뜨겁게 불어오고 있다. 그러나 세계적인 추세와는 달리 대한민국 창업시장은 여전히 침체일로를 겪고 있는 상황이다. 이는 OECD 평균에 훨씬 못 미치는 낮은 창업률과, 3년 이내 폐업률이 46.5%에 달하는 열악한 창업여건 때문이라는 것이 대다수 전문가들의 의견이다. 이에 ‘전북창업보육센터협의회’는 창업인프라 구축과 창업보육 활성화를 통해 지역 내 창업문화를 촉진하고, 중소·벤처기업의 창업성공률을 제고시키고자 왕성한 활동을 펼치고 있다. 
전북지역창업보육협의회(이하 협의회)’는 전북지역에 소재한 창업보육센터 및 유관기관 간의 협력과 정보공유를 통하여 창업 중소기업에 대한 보육 기능을 강화하고 보육센터의 건전한 발전을 위해 구성됐다. 현재 15개 창업보육센터와 4개의 유관기관, 약 350개의 입주업체 대표로 구성되어 있으며, 주기적인 워크샵과 그룹별 회의 등을 통해 지속적인 상호 커뮤니케이션을 유지, 긴밀한 협력관계를 구축하고 있다. 협의회를 이끌고 있는 김영철 회장은 “혁신적인 창업생태계를 활성화하기 위해선 다방면에 걸친 지원과 관심이 필요합니다. 그러나 단일 기관 차원에서 이러한 지원 사업들을 추진해나가기엔 분명한 한계가 존재하는 것 또한 사실입니다”라며, “이에 저희는 여러 창업보육센터 및 유관기관 간의 정보·기술·인적자원의 교류와 공동연구 및 사업 시행, 창업보육기업 대상의 지원사업 공동수행 및 기업 간 네트워크 구성 등을 통해 전북지역 전반에 걸친 협력체계를 구축하고, 지역산업발전을 선도해 나가고자 최선을 다하고 있습니다”라고 밝혔다.
협의회에서는 창업보육센터 간 전문화·특성화를 추진하고, 입주업체의 기술애로에 대한 공동지원 및 고가 공용시설의 공동활용 업무를 수행하고 있다. 또한 입주업체의 경영안정과 판로확대 등의 보육기능을 강화하는 한편, 정부 및 지자체의 재정지원사업, 권역별네트워크지원사업, 특례보증지원사업 등을 통해 성공창업을 이끌기 위한 창업인프라를 구축하는 데에 심혈을 기울이고 있다.

“변화와 혁신을 통해 건강한 창업생태계를 만들어가겠습니다”
지난 2017년 12월 4일, 전주 르윈호텔 백제홀에서 개최된 ‘2017 전북창업기술혁신대전’은 그간 전북지역 창업보육센터들이 펼쳐온 노력의 성과를 잘 볼 수 있는 자리였다. 전북지역창업보육협의회가 주관한 이날 행사에는 송하진 도지사와 김광재 전북중기청장, 전북지역 16개 창업보육센터장, 창업기업 대표 등 200여 명이 참석했으며, 창업보육사업 기능 확대와 창업기업 역량강화를 위한 참여자 네트워킹, 우수 스타트업과 창업보육센터 매니저에 대한 창업유공자 표창과 창업기업 역량강화를 위한 초청강연, 실전경험 전수, 참가자 교류 등으로 진행됐다. 김 회장은 “지난 행사를 통해 성공창업을 이끌기 위한 지역기관 간의 연계협업체계 구축의 필요성과 창업기업이 보유한 기술들을 구체화·고도화할 수 있도록 창업지원 유기체를 만들어 지원해야 한다는 공감대를 형성할 수 있었다는 점이 고무적인 부분이었습니다”라고 말했다. 
이어 김열철 회장은 “열악한 환경과 벤처창업에 대한 인식 부족 속에서도 부단한 노력을 통해 성공창업의 토대를 다져온 여러 창업보육센터의 노고와 이를 바탕으로 자신들의 꿈을 펼쳐나가며 성공과 발전의 값진 열매를 쟁취한 창업자 분들의 열정에 감사를 표하고 싶습니다”라며, “저희는 그간의 성공에 안주하지 않겠습니다. 앞으로도 지속적인 변화와 역량혁신, 수요자 중심의 보육센터 운영을 통해 더 많은 예비창업자와 초기사업자를 발굴하고, 기업성장을 통한 지역경제 발전과 좋은 일자리 창출에 기여할 수 있도록 혼신의 노력을 다할 것을 약속드립니다”라고 포부를 밝혔다. 이들의 열정과 노력이 전북지역경제의 든든한 뿌리로서, 나아가 대한민국의 경제성장을 이끌 동력으로서 훌륭한 밑거름이 되어주길 기대한다.

The term ‘4th Industrial Revolution’ is no longer an unfamiliar term in many advanced countries and people are scrambling to get the best seats with each differentiated startup and venture idea. Korea, on the other hand, is still behind despite the pouring out jargons on the media such as big data, AI and IoT. In fact, Korea has far less number of startups than the OECD standard with 46.5% closing down within 3 years of opening the business. The Jeonbuk Business Incubators Association set sail on seeing the need and has shed sweat day and night to lay the foundation for regional startups through active cooperation and sharing of information between the organizations. It is consisted of 15 Business Incubators, 4 related organizations and 350 in-house companies. The association holds workshop and group meeting on a regular basis to keep up the communication. “However, we need multi-directional support and interest from both the government and the public in order to create the momentum. As for our part, we are working on promoting exchanges on information, technology and manpower. We are also organizing various training, events and projects as well as building networks” says Kim Young-chul, President of Jeonbuk Business Incubators Association. The association provides support for stability of management, pioneering the channels for market, updating the government projects and support. As part of these efforts, the association held the 2017 Jeonbuk Startup & Technology Innovation at Hotel Lewin in Jeonju on 4 last month. 200 people including the provincial governor Song Ha-jin, leaders of 16 Business Incubators in the region and CEOs of the in-house companies attended on the day to see the results of the year. A number of citations were awarded to the companies showing excellent performance and guest lectures and exchange programs also took place on the day. “The event was encouraging as many of use learned the need for advancement of the technology we have secured through close cooperation.
