경찰사법대 산하로 지정돼 전문화된 경호서비스 교육하는 민간경비교육센터

지난 1963년 국내 최초로 경찰간부를 양성하는 교육기관으로 설립된 동국대 경찰사법대는 지난해부터는 경찰사법대 산하 사회안전교육원 민간경비교육센터를 개설했다. 경호경비 전 분야의 실무전문가를 초빙해 일반경비원 신임교육을 실시하고 있는 송영남 센터장은 범죄학과 경호학 박사학위를 취득하고 IFI국제법과학연구소를 설립했으며, 국내 최초로 경호보험을 만들고 경호업체 ㈜예죽을 설립한 한국 경호업계의 권위자이다. 최근 개인신상보호의 필요성과 과학수사의 중요성이 강조되는 시점에서, 이번에는 송 센터장을 만나 공기관의 인력부족에 따른 민간경비경호 전문화의 중요성 및 교육센터 과정 이수 후 업계의 전망을 정리해 보았다.

경찰청 인증, 노동부 지원으로 철저한 보안경호교육 실시해 취업률 좋은 센터

국가가 책임지기 어려운 영역까지 보안서비스를 할 수 있는 민간경비경호 분야는 사적 신변위협이 커지고 범죄가 고차원적으로 진화할수록 발전하는 분야다. 민간경비·경호·보안요원들은 업무 특성상 재물손괴를 방지하는 방호 차원에서 인력보호자로도 활용할 수 있기에, 경호업은 국내법이 신임교육을 이수한 사람에 한해 현장에 배치할 수 있도록 개정되면서 전문교육기관과 연계되기 시작했다. 이에 따라 1965년부터 경찰간부를 양성하는 동국대 경찰사법대에서는 경찰청의 인증을 받아 동 대학 출신을 비롯한 경비경호업무 전문가들을 모아 사회안전교육연구원 민간경비교육센터를 설립하였다. 지난해 9월부터 현재까지 월 2-3회 개강하여 총 302명의 수강생을 배출했고, 동국대 경찰사법대학 출신의 경비경호전문가이기도 한 송영남 센터장은 1993년부터 경호업무를 개척한 전문가이다. 경호업이 법적으로 허용된 다음 해인 1998년 병원과 의사의 경호보험상품을 처음 고안하고, 체격과 기술에 인성과 책임감을 겸비한 경호전문가를 양성하고자 ㈜예죽을 설립한 송 센터장은 민간경비교육센터의 총 10개 교육과목의 겸임교수로 강의를 하고 있다. 경비업법, 시설경비실무, 신변보호실무, 체포·호신술, 기계경비와 같은 실무교육과 범죄예방론의 이론교육, 예절 및 인권교육을 포함한 직업윤리와 서비스 교육에 철저한 커리큘럼을 실시해 경비분야를 경호의전까지 포괄하도록 한 송 센터장은 센터 밖에서도 여전히 많은 강의 의뢰를 받을 정도다. 동국대 산하기관이라는 네임밸류와 송 센터장의 전문적인 커리큘럼, 그리고 올해 6월부터 실시된 노동부 교육비환급 지정기관선정으로 경호경비업체들의 교육비를 환급받을 수 있어 민간경비교육센터의 수강생들은 매 분기마다 꾸준히 배출되는 중이다. 수강생들은 직업 경호원 희망자에서 아르바이트가 목적인 학생을 비롯해 연예인의 공연장, 기업인의 보호를 담당하는 업체 관계자까지 다양하며, 하루 8시간 씩 3일 과정을 이수한 후 백화점과 행사장을 비롯한 많은 클라이언트들에게 섭외를 받는다고 한다. 

배움으로 사회구성원보호 의지 만드는 탄탄한 커리큘럼으로 민간경비교육 기반 닦아

문재인 대통령의 대선후보시절 전담경호원이 뉴욕포스트 등 외신과 트위터 타임라인에서 수백만 건이나 리트윗 된 것을 계기로, 경비경호업무에 대한 관심과 아울러 이를 수행하는 과정은 곧 사회질서에 대한 공헌이라는 인식이 확산되고 있다. 민간경비경호업무 역시 호신술부터 인문학적 소양과 인성도 숙지하여 사회적 이타성을 실행하는 행위로, 경찰의 과중한 업무 부담을 덜고 사회 구성원들을 보호할 수 있는 직업이다. 이러한 민간경비 종사자의 인식제고와 교육을 통한 사회공헌에 앞장서는 교육자로서 취업 준비를 탄탄하게 해 준 덕분에, 지난해부터 송 센터장의 강의를 이수한 수강생들은 사설경호원으로서 각계각층에서 활약하고 있다. 지금까지는 유사시 용감한 시민이 운 좋게 귀중한 생명을 구하거나, 범죄로 이어지는 상황을 방지하는 일이 많았지만, 앞으로는 전문성을 겸비한 민간경비 및 사설경호원의 역할이 더욱 중요해 질 것이다. 따라서 단순한 경호 외에도 유사시에 범죄상황을 방지하거나 해결에 공조할 수 있는 업무능력이 더 요구될 것이라고 예측하는 송 센터장은, 수강생들에게 운동능력 외에도 시간과 약속, 원칙을 지키는 경호원이 되는 것이 중요하다고 강조한다. 또한 치안과 경비경호 분야가 학술적으로도 높은 수준이 되도록 민간 법과학기관 IFI국제법과학연구소를 설립해 열정적으로 활동하는 중이다. 동국대학교 경찰사법대학에서 경비지도사 자격 교육을 추가로 진행할 예정이며, 현재 진행되고 있는 재직자 환급과정에 더불어 실업자 환급과정 역시 머지않아 추가로 진행할 예정이다. 
영국 사립탐정과 동일한 수준의 자격증을 가진 송 센터장은 지난 2012년 큰 교통사고를 당해 5차례에 걸친 대수술과 재활을 하며 동국대학교 경찰행정학과 범죄학 박사 학위취득을 병행한 것으로도 유명하다. 그런 사고 후유증으로 다리가 불편해도 교육자의 책임을 다하는 송 센터장의 인생 행보는 수강생들의 배움을 향한 열정을 불러일으켜 구직희망자들에게도 귀감이 되고 있다. 또한 민간경비교육센터 커리큘럼은 이론과 실전을 충분히 배울 수 있도록 짜여 있기에, 송 센터장은 실버세대의 인생2모작으로 경비업무를 택하는 이들에게도 자신의 삶을 예로 들며 이러한 강의가 유익한 선택이 될 것이라고 덧붙인다. 마지막으로 송 센터장은 자주 의뢰받는 여러 회사의 자체경비나 경호의전 외에도, 일상생활 중에 신변의 위협을 느끼는 개인들 역시 예방 차원에서 민간경비교육센터의 수료자들을 현장에서 충분히 활용할 수 있기를 바란다고 전했다.

The private security and guard services industry develops as crimes become more intelligent. The security guards prevent damages of the property and protect the client. And the law states that those who have passed the new training can work as security guards and this was the point that the industry started to be in need of professional training centers. 

Dongguk University Graduate School of Police Administration started to offer courses in 1965 and the graduates gathered together their knowhow and experience to launch the Private Security and Guard Training Center of Social Safety Training Research Institute. From September last year to now, the center has produced 302 students through its 2 to 3 time monthly course. The director Song Young-nam also was one of the graduates of Dongguk University Graduate School of Police Administration and he started security guard services from 1993.

The industry was legally approved in 1997 and Song devised a security insurance product for hospitals and doctors for the first time in 1998 and established Yejook to foster talented security guards. He is also working as an adjunct professor for the total 10 courses of the center covering security, facilities, arresting, martial arts, machinery guarding, security theory, crime prevention, decorum and human rights. Thanks to his knowledge and knowhow, Song is constantly being called to give a lecture from various organizations. 

June this year, the center was appointed as an organization for educational cost refund by the Ministry of Employment and Labor which is a good news for security and guard agents. If the students of the center finish the 8 hour a day of 3 days course, they can be offered a place from department stores and event agents. 

Effective curriculum paves a way for private security and guard training
Public interest in security guards increased when a security guard of the now president Moon was retweeted for millions of times on the timelines of New York Post and other overseas media during the election campaign. People started to receive the job as to make contribution to social order. Private security guard service also is a job to put into practice altruism based on humanity and self-defense martial art. It reduces the burden of heavy work-loaded police officers and protects members of society. 

The center prepares students to secure a job after finishing their course alongside the effort for improving public recognition and social contribution. As a result, many students of the center are working in various places today. 

Song predicts that the job ability in prevention of crimes, or contribution to solving of crimes, will be required alongside simple security guarding and therefore he emphasizes on keeping time, promise and principle for students. He also established a private forensic science organization and IFI to increase the academic level of the industry. He is planning to add a security guard instructor certificate course as well as an incumbent refund course and an unemployment refund course. 

Song has a certificate that has the same level of private detective in the UK. He is famous for obtaining a PhD in criminology at Dongguk University during the hard time where he had car accident in 2012 and had to endure 5 times of major surgery and rehabilitation. Yet his passion in doing his duty to teach students despite the uncomfortable leg is touching many hearts of students. 

Song says that the curriculum of the center is strong in theory and practice and is effective also for those who wish to be a janitor. He also recommends the people who fear from possible harm or attack to use one of the well trained students of the center.
