미래를 만들어가는 행복한 공간, 신뢰 관계의 회복이 중요해
아이들이 많은 시간을 보내는 제2의 가정이자, 태어나서 처음으로 겪는 사회인 ‘어린이집’. 무한한 잠재력과 창의력을 키우기 위해서, 그리고 언제나 갖은 위험에 고스란히 노출될 수밖에 없는 아이들의 안전을 위해서 좋은 어린이집을 선택하는 것은 무척이나 중요하다. 이에 포항시어린이집연합회는 아이들이 미래를 꿈꾸며 행복하게 즐길 수 있는 공간이자 부모가 안심하고 아이를 맡길 수 있는 공간으로서, 그리고 교직원이 행복하고 원장이 긍지를 느끼는 일터로서의 어린이집을 만들어가고자 앞장서왔다.
포항시어린이집연합회는 먼저 보육에 관련된 각종 자료 및 정보를 수집해 각 어린이집에 보급함으로써 포항시 보육의 질적 향상을 도모했으며, 어린이집 보육교직원의 권익 및 복리 증진과 보다 나은 보육 사업 시스템을 구축하기 위한 정책을 지자체에 건의함으로써 회원들의 권익을 대변하고자 노력해왔다. 또한 영유아의 권익보호를 위한 제도적 장치를 마련하는 한편, 안전한 보육환경 조성에 힘씀으로써 부모가 자녀를 믿고 맡길 수 있는 신뢰관계를 굳건히 하는데 최선의 노력을 다해왔다. 천영진 회장은 “최근 몇 년간 잇따르고 있는 불미스런 사건들로 인해 어린이집에 대한 부모들의 신뢰가 많이 낮아져 있습니다. 이에 저희는 이러한 관계를 다시금 정상화하는 작업이야말로 어린이집의 지속적인 성장은 물론, 보육교직원의 보람과 자긍심 고취를 위한 가장 중요한 열쇠라 생각하고 이에 최선을 다하고 있습니다”라고 밝혔다.
“아이와 부모, 어린이집 모두를 위한 연합회가 되겠습니다”
지난 1월, 천영진 회장은 포항시어린이집연합회의 제5대 회장으로 취임해 향후 2년간 연합회를 이끌게 됐다. 또한 4대 분과 위원장으로는 국·공립분과 이명옥 원장, 법인분과 박인규 원장, 민간분과 김순애 원장, 가정분과 김향미 원장이 인준되고, 사무국장에는 이성주 원장이 임명되었다. 천 회장은 포항시 어린이집이 한 단계 성장하기 위해선 보육교직원들의 끊임없는 노력이 필요하다고 강조했다. 그는 “보육정책의 개선과 새로운 보육프로그램의 개발 또한 중요하지만, 무엇보다 우선되어야 할 것은 보육교직원이 보육인으로서 갖추어야 할 덕성과 자질입니다. 또한 어린이집 보육의 효과가 가정으로 이어져 극대화될 수 있도록 부모교육의 활성화 및 지역사회와의 협력도 필요합니다”라고 강조했다.
이에 연합회에서는 지난 4월 29일, 포항시 문화예술회관에서 3,500여 명의 보육교직원들을 대상으로 의무 법령 안전교육을 실시하였으며, 쌤요닷컴 평생교육원(대표 고학정)과의 업무협약 체결을 통해 각종 의무교육은 물론 인성 및 창의성 교육을 상시에 제공받을 수 있도록 했다. 이들이 제공하는 교육은 직장 내 성희롱 예방교육, 성폭력 예방교육, 개인정보보호교육, 장애인식개선교육, 층간소음예방교육, 영아·유아 안전교육의 실제 등 6개 분야에 걸쳐 있으며, 이러한 재교육 과정을 통해 보육교직원들이 포항시 보육의 질적 향상에 일조할 수 있도록 하고 있다. 한편, 지난 4월 26일에는 (사)안전지킴이운동본부와 ‘포항사랑 아동·청소년사랑 희망운동’ 업무 협약을 체결함으로써 포항지역 유아·어린이에 대한 사랑운동을 적극 전개해나갈 것을 다짐했으며, 안전한 사회 환경 조성과 영유아의 건강한 성장 및 발달을 적극 지원하기로 약속했다.
천영진 회장은 “어린이집에 오는 아이들은 대부분 주변환경에 민감한 영유아 단계에 있기 때문에, 발육 단계, 건강상태, 연령 등에 따른 적절한 맞춤형 보육이 필요합니다. 또한 주변사물에 대한 흥미가 높아지며 정서 및 지능발달이 가장 활발히 이뤄지는 시기로서, 이를 올바른 방향으로 이끌어줄 수 있는 교육자로서의 자세도 갖춰야 합니다”라고 설명하며, 미래를 이끌어 갈 영유아들이 건강한 신체와 정신을 갖고, 한 사회의 구성원으로 행복하게 성장할 수 있도록 돕는 것이 보육교직원의 역할이자 보람이 될 것이라고 당부했다. 또한 이에 덧붙여 “저희 연합회는 지역사회와 함께하는 건강한 사회단체의 역할을 다하고자 저소득층 및 아동복지시설 봉사지원, 지역사회 나눔 분위기 확산을 위한 공익활동에도 최선을 다하고 있습니다. 앞으로도 언제나 포항시 어린이집의 성장과 도약을 위해 최선을 다하는 연합회가 되고자 노력하겠습니다”라고 말했다. 포항시와 대한민국의 미래를 위한 이들의 노력이 값진 결실을 맺을 수 있게 되길 바란다.

Promoting the rights and interests of nursery teachers and institutes

“Recovering trust of the industry is our top priority”
Where will children spend most of their time after home? A daycare center probably will be the answer. For many parents, it is worrisome, yet very important, to find a right daycare center that might suit their wants and needs.
Knowing this very well, the Pohang Federation of Daycare Center Association has been exerting its utmost effort in creating better educational environments for children and teachers and also for parents.
The federation gathers related and necessary information to distribute to daycare centers in the city and suggests better policies and systems to the government that can promote the rights and interests of nursery teachers and institutes.
“It is regretful to watch the news reporting unsavory incidents happened in some daycare centers these days. I’m really worrying that whether the parent’s trust of the industry hit the bottom line. For this reason, it is our top priority to recover the lost trust through better management systems” says Chun Young-jin, the resident of the Pohang Federation of Daycare Center Association
“We will work hard to satisfy children, teachers and parents”
Jin inaugurated as the 5th president of the federation last January to fulfill his two year term successfully. Some of the management team of the 5th administration includes Lee Myeong-ok as the head of the four departments, Park In-gyu as the head of legal department, Kim Soon-ae as the head of the private department, Kim Hyang-mi as the head of the family department and Lee Sung-jun as the secretary general of the federation.
“Improvement in day nursery policy and development of nursery programs are important. But what is more important is that all teachers must make sure that they have proper attitude and quality to carry out their job and duty. Also, activation of parents programs and cooperation with the community are must necessary step to take in order to regain the trust and to build better management systems.”
As part of this effort, the federation organized a statutory safety education for 3,500 nursery teachers on 29 April at the Pohang Cultural Foundation building. Also, the federation signed a business agreement with Ssaemyo Education Institute to provide personality and creativity education including compulsory education programs. Some of the notable programs include sexual harassment in workplace, sexual violence, personal information protection, awareness on disabled, noise issue between the floors and safety of infants.
On 26 last April, the federation signed another business agreement, titled ‘Pohang Children and Youth Hope Movement’, with the Safety Movement Headquarters to promote safety and to support healthy growth of infants.
“I would like to add that we are also closely working together with local communities to organize various volunteer activities to help people in need especially the low income families in an effort to create a better society.”
